1. The Victorian Learner Permit (L-Plates)

Getting your learner permit is the first step toward your driving independence.

  • Minimum Age: 16 years
  • Key requirements: You must pass the Learner Permit Test Online (LPTO) or at a VicRoads centre.
  • Driving Rules: A person holding a full Victorian driver licence (not probationary) should always be there supervising you. The car should always display yellow ‘L’ plates.

The 120-Hour Rule: If you are under 21 years of age, there should be a clear record of at least 120 hours of supervised driving (including 20 hours at night) in your myLearners app or logbook.

2. Probationary Licences (P-Plates)

You get a probationary licence once you pass your practical driving test.

  • P1 Licence (Red P-Plates): Generally for drivers under the age of 21 years, lasting for 12 months.
  • P2 Licence (Green P-Plates): Typically follows the P1 stage or can be issued to new drivers aged between 21 and 25 years, lasting for 3 years.

Key Restrictions: Zero blood alcohol concentration (BAC) and strict mobile phone bans apply to all probationary drivers.

3. Overseas Licence Conversion

If you have recently moved to Melbourne from another country and have an overseas licence, you will have to get it converted to a Victorian licence within 6 months of your residence in Melbourne. 

Recognised Countries

It is possible that you can convert your overseas licence without taking a driving test, if it is from a recognised country, including the USA, the UK, Japan, or Germany. 

Non-Recognised Countries

If your country is not there on the list of recognised countries, you will have to –

  1. Pass the Road Law Knowledge Test
  2. Pass the Hazard Perception Test
  3. Successfully complete a VicRoads Drive Test

Expert Recommendation: Over all these years, we have seen that even experienced drivers often fail the Victorian Drive Test because of minor technicalities, such as a head-check failure or incorrect steering. To avoid the same, we always recommend overseas drivers to get at least 2-3 brush-up driving lessons. This often helps them learn specific Victorian testing standards.
